In News 

  • Telangana stood first in the implementation of the Shyama Prasad Mukherji Rurban Mission (SPMRM).
    • Tamil Nadu and Gujarat took the second and third positions respectively.

Shyama Prasad Mukherji Rurban Mission (SPMRM)

  • About:
    • It was launched in the year 2016 in mission mode to develop 300 clusters in the country holistically by provisioning economic, social and physical infrastructure facilities. 
    • It is a Centrally Sponsored Scheme undertaken by the Union Ministry of Rural Development (MoRD).
    • The State Government identifies the clusters in accordance with the Framework for Implementation prepared by the MoRD.
  • Vision: 
    • It follows the vision of “Development of a cluster of villages that preserve and nurture the essence of rural community life with focus on equity and inclusiveness without compromising with the facilities perceived to be essentially urban in nature, thus creating a cluster of “Rurban Villages”.
  • Objective:
    • To stimulate local economic development, enhance basic services, and create well planned Rurban clusters.
  • Rurban Clusters: 
    • There are 2 categories of clusters: Non-Tribal and Tribal.
    • Rurban clusters are identified across the country’s rural areas showing increasing signs of urbanization – i.e. increase in population density, high levels of non-farm employment, presence of growing economic activities and other socioeconomic parameters.
  • The Mission has 2 fund streams: 
    • Convergence through various schemes (Central sector, centrally sponsored schemes, State sector/ sponsored schemes/ programmes, CSR funds etc) and Critical Gap Funds (CGF).
  • Significant achievements
    • An expenditure of Rs.15,072.34 crore, constituting 54.24% of the outlay has already been incurred.
    • Out of a total of 76,973 projected works under the Mission, a total of 40,751 (55%) works are either completed or near the completion stage.
    • To propagate planned development, the planning notification has been done for 248 clusters.

Significance 

  • SPMRM growth clusters are playing a role in reducing urban migration by ensuring that basic infrastructure, utilities are provided and industrialization is promoted. 

‘Rurban cluster’

  • It would be a cluster of geographically contiguous villages with a population of about 25000 to 50000 in plain and coastal areas and a population of 5000 to 15000 in desert, hilly or tribal areas. 
  • As far as practicable, clusters of the village would follow administrative convergence units of Gram Panchayats and shall be within a single block/tehsil for administrative convenience.

About Shyama Prasad Mookerjee 

  • Born on 6th July 1901 in a famous family. 
  • Graduated from Calcutta University he became a fellow of the Senate in 1923.
  • Career :
    • At the age of 33, he became the world’s youngest Vice-Chancellor of the Calcutta University and held the office till 1938. 
    • He emerged as a spokesman for Hindus and shortly joined Hindu Mahasabha and in 1944, he became the President.
  • Pandit J. Nehru inducted him in the Interim Central Government as a Minister for Industry and supply. 
    • On the issue of Delhi pact with Likayat Ali Khan, Mukherjee resigned from the Cabinet in 1950. 
  • Contribution :
    • After consultation with Shri Golwalkar Guruji of RSS ,he founded Bharatiya Jana Sangh on 21st Oct. 1951 at Delhi and he became the first President of it. 
  • The BJP is the successor party of the BJS, which merged itself into the Janata Party in 1977. 

 

  • He had formed the National Democratic Party within the Parliament which consisted of 32 members of MPs and 10 of Members of RajyaSabha which however was not recognised by the speaker as an opposition party.
  • Death
    • He went to visit Kashmir in 1953 and was arrested on 11th May while crossing the border. He died as detenu on June 23, 1953.
