District Good Governance Index (DGGI)

  • Recently, the Union Home Minister has released the composite ranking of the first ever District Good Governance Index (DGGI) in Jammu and Kashmir.

Key Highlights of the Index

  • The Jammu district has managed to top the list followed by districts of Doda, Samba, Pulwama and Srinagar in the UT.
  • Ganderbal stands at 6th place, Anantnag at 7th followed by Baramulla district at 8th place followed by Kathua (9th), and Kupwara at 10th place.
  • Under individual categories Kishtwar has been rated top in Agriculture sector, Jammu in two sectors of Commerce and Induatry and Citizen Centric Governance, Pulwama in HRD, Reasi in Public Health, Srinagar in Public Infrastructure, Ramban in Social Welfare.

District Good Governance Index (DGGI)

  • About:
    • Launched for 20 districts of Jammu and Kashmir.
    • It is a framework document consisting of performance under ten governance sectors having 58 indicators with 116 data points. 
    • The criteria has been adopted after following a rigorous and robust process of data collection, screening and validation by each of the Districts.
    • The index was prepared by the Department of Administrative Reforms and Public Grievances in collaboration with the government based on the ‘Behtar e-Hukumat – Kashmir Aelamia’ resolution adopted in July 2021.
  • Significance:
    • The index will benefit residents of Jammu and Kashmir in a big way as it will work towards improving the district machinery, make districts result-oriented and also improve their delivery mechanism.

Performance of J&K in the National Good Governance Index

  • Previously, the Centre had released the National Good Governance Index on December 25 last year that indicated Jammu and Kashmir saw an increase of 3.7% in Good Governance Indicators from 2019 to 2021.
