Swachh Survekshan 2023

In News 

  • The Union Government launched the Eighth Edition of Swachh Survekshan – SS-2023 under Swachh Bharat Mission Urban 2.0.

About  Swachh Survekshan 2023

  • It is curated towards achieving circularity in waste management. 
  • The survey would give priority to the principle of 3Rs – Reduce, Recycle and Reuse.
  • The theme of SS 2023 :Waste to Wealth’, is aligned to SBMU 2.0’s commitment of promoting circularity in waste management, which is one of key objectives under the Mission. 
  • In SS 2023, additional weightage has been given to source segregation of waste, enhancement of waste processing capacity of cities to match the waste generation and reduction of waste going to the dumpsites.
  •  Indicators have been introduced with additional weightage on emphasising the need for phased reduction of plastic, plastic waste processing, encouraging waste to wonder parks and zero waste events.

Previous Surveys 

  • Over the years, Swachh Survekshan has emerged as the largest Urban sanitation survey in the world. 
  • The seventh edition of Swachh Survekshan – ‘Azadi @ 75 Swachh Survekshan 2022’ was a landmark Survekshan as it coincided with the Azadi Ka Amrit Mahotsav. 
    • The SS 2022 survey covered 4,355 cities, 85,860 wards, 2.12 lakhs locations visited, 5.5 lakhs documents assessed, 1.14 Crores citizen feedback recorded, 4.77 lakhs citizen validation undertaken, 23.38 lakhs photos and videos collected as evidence and 17.24 lakhs data points collected.

Swachh Survekshan

  • Swachh Survekshan, conducted by MoHUA since 2016, is the world’s largest urban sanitation and cleanliness survey. 
    • It is being conducted under the ambit of the Swachh Bharat Mission (Urban)2.0.
  • It has been instrumental in fostering a spirit of healthy competition among towns and cities to improve their service delivery to citizens and towards creating cleaner cities.
  • It aims to encourage cities to improve the status of urban sanitation while encouraging large scale citizen participation

Swachh Bharat Mission Urban 2.0

  • The Prime Minister launched the Swachh Bharat Mission Urban 2.0 on 1st October 2021, with a vision of Garbage Free Cities. 
  • SBM-U 2.0 envisions to make all cities ‘Garbage Free’ and ensure grey and black water management in all cities other than those covered under AMRUT, make all urban local bodies as ODF+ and those with a population of less than 1 lakh as ODF++, thereby achieving the vision of safe sanitation in urban areas. 
  • It will focus on source segregation of solid waste, utilising the principles of 3Rs (reduce, reuse, recycle), scientific processing of all types of municipal solid waste and remediation of legacy dumpsites for effective solid waste management.
  •  The outlay of SBM-U 2.0 is around ?1.41 lakh crore. 
  • It will be completely paperless, digital, leveraging digital technology for complete transparency and accountability through GIS-mapped waste management infrastructure, robust user interface, online grievance redressal system, end-to-end online monitoring of projects starting from project creation to fund release, and project progress monitoring on integrated GIS-based platform.

Key Components 

  •  Sustainable Sanitation:
    • It will focus on ensuring complete access to sanitation facilities to serve the additional population migrating from rural to urban areas in search of employment and better opportunities over the next 5 years. 
    • Complete liquid waste management in cities with less than 1 lakh population – a new component introduced under SBM-Urban 2.0 will ensure that systems and processes are set up in every city so that all wastewater is safely contained, collected, transported and treated and no wastewater pollutes our water bodies.
  • Sustainable Solid Waste Management:
    • 100 percent source segregation of waste along with functional Material Recovery Facilities (MRFs) in every city,  with a focus on phasing out single use plastic Setting up of construction & demolition (C&D) waste processing facilities and deployment of mechanical sweepers in National Clean Air Programme (NCAP) cities and in cities with more than 5 lakh population
    • Remediation of all legacy dumpsites, so that 14,000 acres of locked up land lying under 15 crore tonnes of legacy waste are freed up.
    • There will be special focus on the well-being of sanitation and informal waste workers through provision of personal protective equipment and safety kits, linkages with government welfare schemes along with their capacity building.

Swachh Bharat Mission (Urban) [SBM (U)

  • The Government of India (GOI) launched the Swachh Bharat Mission (Urban) [SBM (U)], with the vision of ensuring hygiene, waste management and sanitation across the nation, as a tribute to Mahatma Gandhi on his 150th birth anniversary, to be celebrated in the year 2019. 
  • SBM (Urban) is being implemented by the Ministry of  Housing and Urban Affairs (MHUA)
  • Key thrust areas of the mission include, 
    • Elimination of open defecation
    • Eradication of Manual Scavenging by converting insanitary toilets to sanitary 
    • Modern and Scientific Municipal Solid Waste Management
    • Effecting behavioural change regarding healthy sanitation practices
    • Awareness generation about sanitation and its linkage with public health
    • Capacity Augmentation for Urban Local Bodies (ULBs) to create an enabling 
    • environment for private sector participation 
  • Objectives 
    • Achieving 100% Open Defecation Free (ODF) status
    • Ensuring 100% scientific Solid Waste Management  (SWM)
    • behaviour change through ‘Jan  Andolan’, by 2nd October 2019, in all statutory  towns. . 
  • This Mission has achieved significant levels of success against the above objectives, with  massive engagement of citizens across all  categories of society
