Telangana Formation Day

In News :

The Ministry of Culture is organising Telangana Formation Day celebrations at Dr Ambedkar International Centre, New Delhi 

About 

  • The state of Telangana was officially formed on 2nd June 2014 and the day is celebrated as ‘Telangana Day’ or ‘Telangana Formation Day’. 
  • The formation of Telangana signifies the victory of the Telangana Movement which forced the bifurcation of then united Andhra Pradesh.
    • The movement not only gave a separate identity to the people of the region but also resulted in a change in India’s map showcasing the state’s boundary.

Constitutional Provisions

  • Article 2:  Parliament may by law admit into the Union, or establish, new States on such terms and conditions as it thinks fit.
  • Article 3: Parliament may by law
  • Form a new State by separation of territory from a State or by uniting two or more States or parts of States;
    • Increase the area of any State;
    • Diminish the area of any State;
    • Alter the boundaries of any State;
    • Alter the name of any State;
  • Provided that no Bill for the purpose shall be introduced in either House of Parliament except by the Government of India and unless
  • (a) Either-
    • (i) A representation in that behalf has been made to the President by a majority of the representatives of the territory in the Legislature of the State from which the territory is to be separated or excluded; or
    • ii) A resolution in that behalf has been passed by the Legislature of any State whose boundaries or name will be affected by the proposal to be contained in the Bill; and
  • (b) Where the proposal contained in the Bill affects the boundaries or name of any State, other than a State for the time being specified in Part III of the First Schedule, the views of the Legislature of the State both with respect to the proposal to introduce the Bill and with respect to the provisions thereof have been ascertained by the President;
    • where such a proposal affects the boundaries or name of any State for the time being specified in Part III of the First Schedule, the previous consent of the State to the proposal has been obtained.
