6th edition of Swachh Sarvekshan Launched

In News: The 2nd phase of the Swachh Bharat Mission (SBM), announced in the Union Budget, will be responsible for sewage management in all cities that have less than 1 lakh population.

  • The Ministry of Housing and Urban Affairs (MoHUA) also launched the sixth edition of the annual Swachh Survekshan.

6th edition of Swachh Sarvekshan

  • Survey assesses waste segregation, wet waste processing capacity, dry waste recycling, construction and demolition waste processing, and landfill waste.
  • Over 2,000 surveyors organised by the Quality Council of India will randomly visit 4,321 cities across the country throughout March to assess them according to sanitation parameters.
  • It will roll out state rankings after weighing different cities as per following categories:
    • Open Defecation Free (ODF),
    • ODF+ (when the toilets are maintained),
    • ODF++ (when sewage systems operate) and
    • Garbage-free rating.
  • States will also be given Prerak Dauur Samman awards under following heads:
    • Divya (platinum),
    • Anupam (gold),
    • Ujjwal (silver),
    • Udit (bronze), and
    • Aarohi (copper / aspiring).
  • For the first time, districts (subsuming municipal corporations, municipalities, and town areas) will also be assessed on the basis of their underlying urban local bodies.
  • There are plans on creating uniforms for “safaimitras”, like policemen.
  • Mysuru won the first Swachh Survekshan while Indore has won the last three, as the survey expanded from 73 cities in 2016 to 4,242 cities in 2020.
    • The 2020 winner will be announced soon.
  • The Mission is currently framing the guidelines for Swachh Survekhshan 2022, which will be more “citizen centric” and have more importance on technological solutions.

Key Highlights of SBM 2.0

  • Major focus will be the segregation of waste at the source.
    • This progressive step will reduce the cost, effort and need of segregation waste technology for Urban Local Bodies.
    • It will target legacy landfills, single-use plastic, and construction and demolition waste.
  • The solid and liquid waste management (SLWM) component of ODF Plus will be monitored on the basis of output-outcome indicators for four key areas:
    • Plastic waste management,
    • Biodegradable solid waste management (including animal waste management),
    • Grey water management and
    • Fecal sludge management.
  • The ODF Plus programme will converge with MGNREGA and Jal Jeevan Mission.
  • Novel model to converge finances from different vertices:
    • From the budget of Dept. of Drinking Water and Sanitation, Rs 52,497 crore will be devolved.
    • Rest of funds will come from funds being released under
      • 15th Finance Commission,
      • MGNREGS and
      • Revenue generation models particularly for solid and liquid waste management.

About Swachh Bharat Mission (SBM)

  • Swachh Bharat Mission was announced by Prime Minister Narendra Modi in Oct 2014 to make the country garbage and open defecation free by behavioural change.
  • According to the government, since the launch of the scheme
    • 62.09 lakh individual household toilets,
    • 5.94 lakh community toilets have been constructed and
    • 99% of the cities have been declared open defecation free (ODF).
  • SBM (Gramin) comes under the Ministry of Jal Shakti.
  • SBM (Urban) Comes under the Ministry of Housing and Urban Affairs.
