Digital India Land Record Modernisation Programme (DILRMP)

In News 

• Recently, the Union Minister for Rural Development and Panchayati Raj inaugurated ‘Bhumi Samvaad’ – National Workshop on Digital India Land Record Modernisation Programme (DILRMP). 
  • The Minister also launched the National Generic Document Registration System (NGDRS) portal and Dashboard.

About

• The discussion was held primarily on the progress of different components of the Digital Land Record Modernization Programme and best practices undertaken by different States/UTs to share with other States. 

• The ministers called upon the States to learn and adopt the best practices of other states in the field of land management, land acquisition and infrastructure projects.

About Digital India Land Records Modernisation Programme(DILRMP)

• In 2008, two schemes viz, Computerisation of Land Records (CLR) and Strengthening of Revenue Administration and Updating of Land Records (SRA&ULR) were merged into a modified scheme named DILRMP.
• It is a Central Sector Scheme that has been extended up to 2020-21 at a total cost of Rs. 950 crores. 
• It attempts to build upon the commonalities that exist in the arena of land records in various States to develop an appropriate Integrated Land Information Management System (ILIMS) across the country.
  • ILIMS  integrates all the processes and lands records databases with the banks, financial institutions, circle rates, Registration Offices and other sectors.

• Components: 

• It has 3 major components viz,
  • Computerization of land records.
  • Survey/re-survey.
  • Computerization of Registration

• Aim:
  • To replace the present deeds registration and presumptive title system with that of conclusive titling with a title guarantee.

• Significance: 
  • The digitization of land records will provide tamper-proof evidence of land ownership. 

Other related initiatives

• National Generic Document Registration System : 
  • It has been developed by NIC under the broad aegis of DILRMP to provide “One Nation, One Software” for the registration of documents and properties to empower citizens.
  • This software application is scalable, flexible, configurable and compatible with the state-specific needs in the country. 
  • Benefits: 
    • It ensures transparency, accountability of the officials executing the documents and reduction in cost, time and number of visits and procedures required for the execution of the registration documents. 
    • Reduction of land disputes, check on fraudulent transactions.
    • NGDRS software is expected to improve the ranking of the country in “ease of doing business”.
  • Achievements: So far, it has already been implemented in 12 States and pilot tested in 3 States covering more than 10 crore population. 

• Unique Land Parcel Identification Number (ULPIN):
  • It has been launched in ten States in 2021 and will be rolled out across the country by 2022.
  • It will have 14 digits – Alpha-numeric unique ID for each land parcel.
  • The Unique IDs based on Geo reference coordinate of vertices of the parcel would be of international standard and compliance of the Electronic Commerce Code Management Association (ECCMA) standard and Open Geospatial Consortium (OGC) standards 
  • It will provide compatibility so that all states can adopt it easily. 
  • Proper land statistics and land accounting through ULPIN will help develop land banks and lead towards Integrated Land Information Management System (ILIMS).

• SVAMITVA scheme: 

• It is a Central Sector Scheme of the Ministry of Panchayati Raj.
• It was launched on the National Panchayati Raj Day in 2020.
• Aim: To provide the ‘record of rights’ to village household owners in rural areas and issuance of Property cards.

• National Land Management Award – 2021: 

• The Department of Land Resources has also initiated the National Land Management Award – 2021 and also the national level ranking of States to appreciate and encourage the good work done by the State Governments.
